This publication records and reflects good practices and lessons learned from Japan to support international practitioners in the fields of disaster risk management, cultural heritage, and public policy, who are seeking to enhance the disaster resilience of cultural heritage and communities in their countries. Japan’s cultural heritage is among the richest in the world, but the country is faced with some of the most difficult challenges in its exposure to hazards. With earthquakes, volcanic eruptions, tsunamis, typhoons, floods, landslides, and fire, Japan is ranked second, behind the Philippines, for exposure to natural hazards, according to the INFORM Global Risk Index 2019. This has forced the country to develop a culture of continuous improvement in the face of hazard events - a quality that is particularly notable in its management of its cultural heritage. George Town was among three pilot cities selected by UNESCO Culture Sector to participate in the pilot project on ‘Intangible Heritage and Creativity for Sustainable Cities: Community-Based Inventorying of Intangible Cultural Heritage in Urban Contexts’. The project was initiated by UNESCO, while the inventory process was facilitated by George Town World Heritage Incorporated with commitment from over 40 local facilitators representing 23 community groups in George Town in 2019. This report is among the outputs of the pilot project, in which we document our activities, processes and methodologies. We have also featured several inventory entries from the inventorying on rituals and festive events conducted by the George Town communities. We hope this report will empower local communities to impart their system of documenting intangible cultural heritage elements, and share the richness of Malaysian culture to the world. After marriage, Xu Xian dies from fear when he discovers his wife’s original form. Bai Su-zhen then risks her life to steal a magic herb to bring her husband back to life. Initiated by George Town World Heritage Incorporated (GTWHI), the programme aimed to promote heritage education in schools and cultivate the younger generation’s knowledge and interest in the history and cultural heritage of Penang. Each participating educational institution received the set of books worth RM750, consisting of these titles - Epitaph: The Northam Road Protestant Cemetery (Volumes 1 and 2), George Town: Our Stories, George Town’s Historic Commercial and Civic Precincts, Little India of George Town, Memori di George Town, Penang: The Fourth Presidency of India 1805 - 1830 (Volume 2: Fire, Spice and Edifice), and Penang’s Living Legacy - Heritage Traders of George Town. Through discussions with the schools’ heads, principals, teachers, librarians, and students, the team of GTWHI gained a better understanding of their efforts and initiatives to incorporate cultural heritage in the learning environment, and how they are also implementing ways to engage the students in heritage. Some of the schools are also participating in the Cultural Heritage Education Programme, jointly curated by GTWHI and Arts-ED. The Inception Workshop on the Capacity Building for Disaster Risk Reduction of Heritage Cities in Southeast Asia and Small Island Developing States in the Pacific organised in George Town on 5 and 6 April 2017 was the first activity held under the project. The workshop and discussion sessions enhance their disaster preparedness, enabling them to understand and identify the hazards, vulnerability, possible factors of disasters, and the impact of disasters on the site. The Community-based Fire Responders for George Town UNESCO World Heritage Site programme has been organised in collaboration with UNESCO Jakarta in 2019, to improve fire protection measures and enhance the communities’ resilience during fire emergencies. Participants are to each receive a set of fire extinguisher and smoke detector to be installed at their respective heritage premises, as well as undergo a basic training in firefighting and be provided with practical fire mitigation information. The Northam Road Protestant Cemetery is probably the first burial ground to have been established following settlement of Penang by the British East India Company in 1786. It is certainly the first Christian cemetery, catering to both Roman Catholic and Protestant burials.

This richly illustrated, limited edition two-part set is the most definitive work ever published about the Protestant side of this cemetery. Covering all 464 surviving memorials and tombs, with background stories to most of the identifiable persons interred there, it captures an invaluable and enthralling snapshot of the lives of Penang’s inhabitants during the settlement’s first 100 years.
