Introduction
George Town World Heritage Incorporated (GTWHI) is inviting building owners (or its authorised representative) to submit applications for the incentives program tailored for Category I and Category II Heritage Buildings within the George Town UNESCO World Heritage Site.
The incentives aim to assist building owners to repair their buildings. It is also that this public-private and professional partnership will provide the much-needed facelift for George Town UNESCO World Heritage Site, thus safeguarding and conserving the World Heritage Outstanding Universal Value.
Repair Incentives
- Each Category I heritage building within George Town UNESCO World Heritage Site may apply for a maximum of Ringgit Malaysia Two Hundred Thousand Only (RM200,000) per unit.
- Each Category II heritage building within George Town UNESCO World Heritage Site may apply for a maximum of Ringgit Malaysia Fifty Thousand (RM50,000) per unit
Application Period
Phase 1: 8 January 2024 to 8 March 2024.
Eligibility
- Malaysians age 18 years old and above.
- Building and land owners (or its authorised representative) of category I or category II heritage buildings within George Town UNESCO World Heritage Site [Reference: Authorization Letter].
- Scope of work within the Repair Permit by City Council of Penang Island (MBPP).
- Physical work not yet commenced on site.
- Owners with or without a Repair Permit may apply. GTWHI will assist in the Repair Permit application with MBPP for those without a permit.
- The grant shall be awarded based on the project merits to the Outstanding Universal Value.
- Applicants must submit at least 2 quotations from Penang based contractors of the proposed job [Reference: Quotation Checklist].
- To encourage more contractors participating in repair works of heritage buildings, those registered with CIDB under Building Category with B03 (Restoration and Conservation) and B04 (Building Construction Works) specialisation will be qualified as potential contractors.
Scope of Work
Scope of works recommended under this incentives including the following:
- Building cleaning works
- External building painting
- Internal building painting
- Handrail Installation
- Installation of Close Circuit Television (Category I heritage building only)
- Installation of Automated External Defibrillator (Category I heritage building only)
- Relocation of air conditioning compressor and ducting
- Removal of vegetation
- Repair of existing building facade
- Repair of existing roof
- Repair of existing staircase
- Repair of internal and external wall
- Repair of existing timber flooring
- Repair of ground floor slab
- Repair of window
- Repair of door
- Repair and touch up of building ornamentation
- Repair of airwell
- Rectification of airwell
- Termite treatment
- Upgrading of electrical cabling and wiring
- Upgrading of gutter and rainwater downpipe
- Upgrading the internal drainage system
- Steel beam to support dilapidated structure
- Others
The Following Items Are Not Applicable
- Physical work that has commenced on site.
- Purchase of furniture, equipment or assets.
- Payment of rental or utilities bills.
- Cosmetic treatment for the building.
- Interior design.
- Bank charges.
- Printing cost.

- Certified Plan (latest 6 months verified by land office).
- Assessment Tax (Cukai Taksiran/ Pintu).
- Quit Rent (Cukai Tanah).

- Proposed colour scheme (if applicable).
- Other related documents (if required).
Terms and Conditions
- Complimentary training on the heritage method of work will be provided for heritage building owners and contractors during the execution of this project.
- All applicants will receive written notification on the Committee decision.
- Successful applicants will need to enter into an agreement with GTWHI.
- Payment will be released to the appointed contractors upon written instruction from the Building Owner (or its authorised representative) based on the following progress.
- 10% upon signing of agreement with GTWHI
- 40% upon 50% of work
- 50% upon full completion
5. The owner shall retain the existing long-term tenant (more than 20 years or 3 generations) within the grant receiving premise shall there be any for a period mutually agreed with GTWHI.
6. The owner shall not sell or transact the grant receiving premise for a period mutually agreed with GTWHI.
